Overview

The DIR Cooperative Contracts Program allows customers to purchase services directly from a DIR-contracted vendor. Customers contact the vendor for service and pricing information, and send their purchase orders — referencing the DIR contract number — and payments directly to the vendor, not to DIR. This streamlines the order process so customers receive their services quickly.

ALGEBRAIT LLC is an awarded vendor under the Texas Department of Information Resources (DIR) Deliverables-Based Information Technology Services (DBITS) program. Through Contract DIR-CPO-6233, Texas state agencies, institutions of higher education, local governments, public schools, and other eligible entities may procure IT consulting and project-based services without conducting a separate competitive procurement.

This contract is for services only. No hardware or software products may be sold through a DBITS contract. Resellers are not available for this contract. For more information on the program, visit the DIR Cooperative Contracts program website.

Services Offered by ALGEBRAIT under this DBITS Contract

Services available under this Contract are limited to the technology categories defined in Request for Offer 593-DBITS. ALGEBRAIT LLC has been awarded the following technology categories, as set out in Appendix C, Awarded Categories.

RFO REFERENCE 2.2.2

Business Intelligence (BI), Data Management, Analytics, and Automation, including Data Warehousing

Definition: BI enables an organization to perform in-depth analysis and includes, where required, data mining of detailed business data providing real and significant information to business users. BI may include an integrated group of operational and decision support applications and databases. BI makes use of tools designed to easily access data warehouse data. A data warehouse collects, organizes and makes data available for the purpose of analysis and gives organizations the ability to access and analyze information about its business. The function of the data warehouse is to consolidate and reconcile information from across disparate business units and IT systems and provide a context for reporting and analysis.

Examples of included services: Road mapping for a data warehouse initiative, including assessment of technology and infrastructure, as-is documentation, business requirements gathering, use case development, and reporting requirements analysis; data warehouse architectural design, processes and sourcing; extraction, transformation, analytics, and loading of data sources; planning, assessment, product installation and tuning; prototype development, deployment, data cleansing, data mart development and support; data migration, integration with data mining, business intelligence tools, and artificial intelligence; data scrubbing and transformation; training and knowledge transfer. Data governance planning and implementation, and Business Analytics and Reporting (BAR), are also included in this category.

IT Assessments, Planning, Independent Verification and Validation (IV & V), and Market Research, Procurement Advisory, and Contract Implementation Services

Definition: IT Assessments and Planning may include IT effectiveness, maturity, governance, and architecture. Strategic planning activities may include mission statement development, visioning and goals, objectives, and strategy development. Assessment of staff knowledge, skills and abilities, bandwidth, time and motion studies, and succession planning are included in this category. Strategic planning development and tactical planning may require the provision of actionable plans and roadmaps. Organization change management, enterprise architecture, cloud assessments, and network performance assessments are within scope as well.

Examples of included services: Independent verification and validation procedures used together for in-depth analysis of a product, service, or system for compliance with requirements, and independent oversight of software (or systems) development life cycle (SDLC) processes and specifications. Market Research, Procurement Advisory, and Contract Implementation Services activities may include requirements gathering, facilitation activities, scoring criteria development, evaluation criteria development, negotiation guidance and assistance, and contract transition assistance; cost optimization including software license cost analysis; financial planning and pricing structures; market reviews and market research; market engagement; transition and implementation assistance; and IT contract management assistance.

Project and Program Management

Definition: Project and Program Management services include any or all of the project management processes identified by the Project Management Institute (PMI) as published in the most recent edition of the PMBOK® Guide, including practice guides such as Agile and Managing Change in Organizations.

Examples of included services: Utilizing the Customer's tools and processes, commercially available off-the-shelf tools, ALGEBRAIT's own proprietary tools and processes to manage a project, and the Texas Project Delivery Framework. This category includes business case development; statewide impact analysis; cost to benefit analysis; risk assessment; stakeholder management; organizational change management; strategic planning; program assessment; and Agile development, training, and coaching.

Obtaining Quotes and Entering into Purchase Agreements

1. For service and pricing information, visit the ALGEBRAIT LLC website or contact Vamshi Rupanagudi at (737) 279-7319 or government@algebrait.com. There is no cost or obligation to request a quote.

2. The Customer issues a Statement of Work (SOW) for services, complete and signed by an authorized representative of the Customer, in the form specified by the SOW template. See the DIR Statement of Work (SOW) Process.

3. ALGEBRAIT LLC responds in writing to the SOW, consistent with the terms and conditions of this Contract. ALGEBRAIT will only respond to SOWs for technology categories awarded under this Contract.

4. Customers negotiate pricing directly with ALGEBRAIT LLC in accordance with the Customer's SOW. Customers may negotiate SOW terms to suit their business needs, so long as those terms do not conflict with or weaken the terms of the DIR DBITS Contract.

5. Generate a purchase order made payable to ALGEBRAIT LLC. The purchase order must reference DIR Contract Number DIR-CPO-6233.

6. Email your purchase order and quote form to your designated ALGEBRAIT sales representative, or to government@algebrait.com.

7. No work under any SOW commences until receipt of the Purchase Order. Work is performed and invoiced against accepted deliverables in accordance with the Contract and the agreed SOW.

Pricing

Pricing for services under this Contract is negotiated directly between the Customer and ALGEBRAIT LLC and is set forth in the applicable Statement of Work. All pricing includes the DIR Administrative Fee.

DIR Administrative Fee. ALGEBRAIT LLC pays an administrative fee to DIR based on the dollar value of all sales to Customers under this Contract. The fee is seventy-five hundredths of a percent (0.75%) of all sales, net of returns and credits — for example, the administrative fee for sales totaling $100,000 is $750. All prices quoted to Customers include this fee, and it is not invoiced as a separate line item.

Statement of Work

Services provided under this Contract shall be in accordance with the Statement of Work as set forth in Appendix C of the Contract. ALGEBRAIT LLC and the Customer may agree to terms and conditions that do not diminish or lessen the rights or protections of the Customer or the responsibilities or liabilities of ALGEBRAIT LLC. Each Statement of Work for a state agency Customer shall be in accordance with Section 2157.0685, Texas Government Code, and 1 TAC 212, if applicable. SOW instructions and templates are published on the DIR DBITS program page. The Purchase Order must reference DIR Contract Number DIR-CPO-6233.

Project management services may be delivered using the Texas Project Delivery Framework.

Warranty Policies

ALGEBRAIT LLC warrants that all services delivered under this Contract will be performed in a good and workmanlike manner by qualified personnel, in accordance with the applicable Statement of Work and the warranty provisions of Appendix A, Standard Terms and Conditions. Deliverables that do not conform to the accepted Statement of Work will be corrected at no additional cost to the Customer within the correction period stated in the Statement of Work. Contract Documents

The Contract is a public document. Access to the Contract terms and conditions, including pricing, is not restricted by password or any other means.

Eligible Customers

Texas state agencies, institutions of higher education, public school districts, city and county governments, and other entities authorized to purchase through the DIR Cooperative Contracts Program. The official customer list is published on the Texas Open Data Portal.
